Does God predestine people to be saved or to find salvation?
This is a very interesting topic and is clearly delineated in the scriptures. The short answer is yes. There are far too many verses to list here but below is a sample:
33 Who shall bring a charge against God's ELECT? It is God who justifies. Romans 8:33
7 What then? Israel has not obtained what it seeks; but THE ELECT have obtained it, and the rest were blinded. Romans 11:7
12 Therefore, AS THE ELECT OF GOD, holy and beloved, put on tender mercies, kindness, humility, meekness, longsuffering; Colossians 3:12
10 Therefore I endure all things (why Paul) FOR THE SAKE OF THE ELECT, that THEY ALSO MAY OBTAIN THE SALVATION which is in Christ Jesus with eternal glory.
2 Timothy 2:10
1 Paul, a bondservant of God and an apostle of Jesus Christ, ACCORDING TO THE FAITH OF GOD's ELECT and the acknowledgment of the truth which accords with godliness, Titus 1:1
1 Peter, an apostle of Jesus Christ, To the pilgrims of the Dispersion in Pontus, Galatia, Cappadocia, Asia, and Bithynia, 2 ELECT ACCORDING TO THE FOREKNOWLEDGE (foreknowledge means pre-arranged not that God look down the tunnel of time to see who would select Him) OF GOD THE FATHER, in sanctification of the Spirit, for obedience and sprinkling of the blood of Jesus Christ: Grace to you and peace be multiplied. 1 Peter 1:1-2
1 The Elder, TO THE ELECT LADY AND HER CHILDREN (meaning those she led to Christ), whom I love in truth, and not only I, but also all those who have known the truth, 2 because of the truth which abides in us and will be with us forever: 2 John 1:1-2
That's three apostles telling us by inspiration of the Holy Spirit that God elects members of the body of Christ. Jesus says the same thing in John 5, 6, 8, 10, 14, 15, & 17.
If you don't like the word elect, how about called.
5 Through Him we have received grace and apostleship for obedience to the faith among all nations for His name, 6 among whom YOU ALSO ARE THE CALLED OF JESUS CHRIST; 7 To all who are in Rome, beloved of God, called to be saints: Grace to you and peace from God our Father and the Lord Jesus Christ. Romans 1:5-7
28 And we know that all things work together for good to those who love God, TO THOSE WHO ARE THE CALLED ACCORDING TO HIS PURPOSE. Romans 8:28
29 For whom He FOREKNEW (meaning pre-arranged), He also PREDESTINED to be conformed to the image of His Son, that He might be the firstborn among many brethren. 30 Moreover whom He predestined, THESE (and only these) He ALSO CALLED; whom He called, these He also justified; and whom He justified, these He also glorified. Romans 8:29-30
24 even us (US BELIEVERS) whom He CALLED, not of the Jews only, but also of the Gentiles? Romans 9:24
2 To the church of God which is at Corinth, to those who are sanctified in Christ Jesus, CALLED TO BE SAINTS (no one can join the Church, you must be called), with all who in every place call on the name of Jesus Christ our Lord, both theirs and ours: 1 Corinthians 1:2
23 but we preach Christ crucified, to the Jews a stumbling block and to the Greeks foolishness, 24 BUT TO THOSE WHO ARE CALLED, both Jews and Greeks, Christ the power of God and the wisdom of God. 1 Corinthians 1:23-24
6 I marvel that you are turning away so soon from Him WHO CALLED YOU in the grace of Christ, to a different gospel, Galatians 1:6
1 I, therefore, the prisoner of the Lord, beseech you to WALK WORTHY OF THE CALLING WITH WHICH YOU WERE CALLED, 2 with all lowliness and gentleness, with longsuffering, bearing with one another in love, 3 endeavoring to keep the unity of the Spirit in the bond of peace. 4 There is one body and one Spirit, JUST AS YOU WERE CALLED in one hope of YOUR CALLING; 5 one Lord, one faith, one baptism; 6 one God and Father of all, who is above all, and through all, and in you all. Ephesians 4:1-6
15 And let the peace of God rule in your hearts, to which also YOU WERE CALLED IN ONE BODY; and be thankful. Colossians 3:15
14 to which He CALLED YOU BY OUR GOSPEL (why Paul?), for the obtaining of the glory of our Lord Jesus Christ. 2 Thessalonians 2:13-14
9 WHO HAS SAVED US AND CALLED US WITH A HOLY CALLING, not according to our works, but according to His own purpose and grace which was given to us in Christ Jesus before time began, 2 Timothy 1:9
15 but as He WHO CALLED YOU IS HOLY, you also be holy in all your conduct, 1 Peter 1:15
9 But you are a chosen generation, a royal priesthood, a holy nation, His own special people, that you may proclaim the praises of Him WHO CALLED YOU OUT OF DARKNESS into His marvelous light; 1 Peter 2:9

TO THOSE WHO ARE CALLED, sanctified by God the Father, and preserved in Jesus Christ: Jude 1:1
Oh you don't like called either? Well how about chose and chosen?
3 Blessed be the God and Father of our Lord Jesus Christ, who has blessed us with every spiritual blessing in the heavenly places in Christ, 4 JUST AS HE CHOSE US IN HIM BEFORE THE FOUNDATION OF THE WORLD (why did You do that LORD?), that we should be holy and without blame before Him in love, 5 HAVING PREDESTINED US to adoption as sons by Jesus Christ to Himself (how Lord?), according to the good pleasure of His will (why Lord?), 6 to the praise of the glory of His grace, by which He made us accepted in the Beloved. Ephesians 1:3-6
13 But we are bound to give thanks to God always for you, brethren beloved by the Lord, BECASUE GOD FROM THE BEGINNING CHOSE YOU FOR SALVATION (how did you do that LORD?) through sanctification by the Spirit and belief in the truth, 2 Thessalonians 2:13
16 YOU DID NOT CHOOSE ME, BUT I CHOSE YOU AND APPOINTED YOU that you should go and bear fruit, and that your fruit should remain, that whatever you ask the Father in My name He may give you. John 15:16
19 If you were of the world, the world would love its own. Yet because you are not of the world, BUT I CHOSE YOU OUT OF THE WORLD, therefore the world hates you. John 15:19
